Аннотация: An incisive history of the changing relationship between democracy and capitalismThe twentieth century witnessed the triumph of democratic capitalism in the industrialized West, with widespread popular support for both free markets and representative elections. Today, that political consensus appears to be breaking down, disrupted by polarization and income inequality, widespread dissatisfaction with democratic institutions, and insurgent populism. Tracing the history of democratic capitalism over the past two centuries, Carles Boix explains how we got here--and where we could be headed.Boix looks at three defining stages of capitalism, each originating in a distinct time and place with its unique political challenges, structure of production and employment, and relationship with democracy. He begins in nineteenth-century Manchester, where factory owners employed unskilled laborers at low wages, generating rampant inequality and a restrictive electoral franchise. He then moves to Detroit in the early 1900s, where the invention of the modern assembly line shifted labor demand to skilled blue-collar workers. Boix shows how growing wages, declining inequality, and an expanding middle class enabled democratic capitalism to flourish. Аннотация: The European Union has long suffered from a lack of democratic accountability. In the past decade, the problem has become particularly acute in the economic management of the Eurozone, the 19 countries of the E.U. that use the Euro (nine members don't). At present, the central institution for management of the Eurozone is the Eurogroup, an informal body led by national finance ministers who report neither to the European Parliament nor to national parliaments but coordinate their activities with the Troika, that is, the European Central Bank, the International Monetary Fund, and the European Council. Critics accuse the Eurogroup both of lack of transparency and of consistently putting the interests of the rich northwest ahead of the interests of poorer and smaller nations in the east and south. In How to Democratize Europe, four distinguished French scholars describe the diverse problems of the Eurozone and propose a treaty that would establish a parliament for economic policy consisting of selected members of national parliaments. Various contributors then respond to the proposal with support, criticism, or ideas for alternatives.--

Аннотация: In this study of populist politics, Nadia Urbinati argues that populism is best understood as a new form of representative government, based on an unmediated relationship between a leader and those in society whom the leader defines as the "true" people. Leaders of oppositional populist movements gain popularity by taking advantage of a discontent with rule by political elites. Party elites are cast as a homogenous political class who favor their own interests at the expense of ordinary people. Populist leaders who attain office thus face the following puzzle: they must exercise political power without themselves appearing to become part of the political elite. To solve this puzzle, Urbinati argues, populist rulers claim to represent the people by a process of embodiment or incarnation. This form of "direct representation" allows the populist leader both to bypass intermediary bodies, such as political parties, and to avoid any claims of accountability or responsibility. The populist dependence on the will of the leader, along with its willingness to exclude minorities from consideration, renders populist forms of democracy inherently unstable and opens a path to authoritarianism.--

Аннотация: A new model for the relationship between science and democracy that spans policymaking, the funding and conduct of research, and our approach to new technologiesOur ability to act on some of the most pressing issues of our time, from pandemics and climate change to artificial intelligence and nuclear weapons, depends on knowledge provided by scientists and other experts. Meanwhile, contemporary political life is increasingly characterized by problematic responses to expertise, with denials of science on the one hand and complaints about the ignorance of the citizenry on the other.Politics and Expertise offers a new model for the relationship between science and democracy, rooted in the ways in which scientific knowledge and the political context of its use are imperfect. Zeynep Pamuk starts from the fact that science is uncertain, incomplete, and contested, and shows how scientists' judgments about what is significant and useful shape the agenda and framing of political decisions. The challenge, Pamuk argues, is to ensure that democracies can expose and contest the assumptions and omissions of scientists, instead of choosing between wholesale acceptance or rejection of expertise. To this end, she argues for institutions that support scientific dissent, proposes an adversarial "science court" to facilitate the public scrutiny of science, reimagines structures for funding scientific research, and provocatively suggests restricting research into dangerous new technologies.Through rigorous philosophical analysis and fascinating examples, Politics and Expertise moves the conversation beyond the dichotomy between technocracy and populism and develops a better answer for how to govern and use science democratically.
