Why is national integration achieved in some diverse countries, while others are destabilized by political inequality between ethnic groups, contentious politics, or even separatism and ethnic war? Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer's theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states' capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies. He also shows that when political alliances crosscut ethnic divides and when most ethnic communities are represented at the highest levels of government, the general populace will identify with the nation and its symbols, further deepening national political integration. Offering a long-term historical perspective and global outlook, Nation Building sheds important new light on the challenges of political integration in diverse countries."--

Аннотация: "Contrary to most academic commentary on The Federalist, this book contends that the most significant teachings of the work did not have to do with the institutions of government so much as with the non-institutional features of American constitutionalism, specifically its advocacy for greater union, the development of an unparalleled culture of enterprise, and provision for war. Key to understanding why these features were so critical to The Federalist is the work's rejection of classical liberalism's orthodoxy that commercial republics were moderate or pacific in nature rather than spirited, enterprising, and warlike. Using the ancient historian Thucydides account of the daring, innovation, and restlessness of ancient commercial Athens as an interpretive guide for the commercial republican theory that The Federalist embraces, this book provides a sweeping reinterpretation of American constitutionalism. Аннотация: It is hard to overestimate the influence of John Rawls on political philosophy and theory over the last half-century. His books have sold millions of copies worldwide, and he is one of the few philosophers whose work is known in the corridors of power as well as in the halls of academe. Rawls is most famous for the development of his view of "justice as fairness," articulated most forcefully in his best-known work, A Theory of Justice. In it he develops a liberalism focused on improving the fate of the least advantaged, and attempts to demonstrate that, despite our differences, agreement on basic political institutions is both possible and achievable. Critics have maintained that Rawls's view is unrealistic and ultimately undemocratic. In this incisive new intellectual biography, Andrius Gališanka argues that in misunderstanding the origins and development of Rawls's central argument, previous narratives fail to explain the novelty of his philosophical approach and so misunderstand the political vision he made prevalent. Gališanka draws on newly available archives of Rawls's unpublished essays and personal papers to clarify the justifications Rawls offered for his assumption of basic moral agreement. Gališanka's intellectual-historical approach reveals a philosopher struggling toward humbler claims than critics allege. To engage with Rawls's search for agreement is particularly valuable at this political juncture. Аннотация: The European Union has long suffered from a lack of democratic accountability. In the past decade, the problem has become particularly acute in the economic management of the Eurozone, the 19 countries of the E.U. that use the Euro (nine members don't). At present, the central institution for management of the Eurozone is the Eurogroup, an informal body led by national finance ministers who report neither to the European Parliament nor to national parliaments but coordinate their activities with the Troika, that is, the European Central Bank, the International Monetary Fund, and the European Council. Critics accuse the Eurogroup both of lack of transparency and of consistently putting the interests of the rich northwest ahead of the interests of poorer and smaller nations in the east and south. In How to Democratize Europe, four distinguished French scholars describe the diverse problems of the Eurozone and propose a treaty that would establish a parliament for economic policy consisting of selected members of national parliaments. Various contributors then respond to the proposal with support, criticism, or ideas for alternatives.--

Аннотация: How David Hume and Adam Smith forged a new way of thinking about the modern stateWhat is the modern state? Conspicuously undertheorized in recent political theory, this question persistently animated the best minds of the Enlightenment. Recovering David Hume and Adam Smith's long-underappreciated contributions to the history of political thought, The Opinion of Mankind considers how, following Thomas Hobbes's epochal intervention in the mid-seventeenth century, subsequent thinkers grappled with explaining how the state came into being, what it fundamentally might be, and how it could claim rightful authority over those subject to its power. Hobbes has cast a long shadow over Western political thought, particularly regarding the theory of the state. This book shows how Hume and Smith, the two leading lights of the Scottish Enlightenment, forged an alternative way of thinking about the organization of modern politics. They did this in part by going back to the foundations: rejecting Hobbes's vision of human nature and his arguements about our capacity to form stable societies over time. In turn, this was harnessed to a deep reconceptualization of how to think philosophically about politics in a secular world. The result was an emphasis on the "opinion of mankind," the necessary psychological basis of all political organization. Demonstrating how Hume and Smith broke away from Hobbesian state theory, The Opinion of Mankind also suggests ways in which these thinkers might shape how we think about politics today, and in turn how we might construct better political theory.
